Science policy

The Outreach Model and Its Limitations

Evan Arnet

Abstract

From climate change denial to Covid-19 mask aversion, the public risks of science denial in the US have never been more apparent. Philosophers of science have increasingly been involved in the fight. While frequently framed in terms of science and the public, the primary goal of much of this work is not simply public engagement, but rather science based policy. I characterize the “Outreach Model,” a prevailing approach that assumes the problem behind science policy in the US is doubt and denial and that the solution is outreach and education. I point to some strengths and limitations of the approach.
